Never heard of this regulation, many homes do this, and when a resident, who chooses her seat and becomes known as "her" place at the table, a new resident, or even visitor, mistakenly sitting there, causes a big uproar. They really have so little to do with making independent decisions on their daily life, we encourage this, for all residents.
I never heard of it either, but whenever someone comes up with something like this, I always like to double check. It was a discussion about a situation similar to what you mention that prompted my suggestion to assign seating. I've worked in several places that used assigned seating to avoid these uproars. The last place I worked did a really nice job of this with fancy place cards and place mats. Now I'm wishing there were a citation that showed this is allowed.
