I don't think there is any thing written that states this specifically
(you can't assign seats in DR)at least not federally, but there are a
lot of issues in the Dining room that come under Residents Rights,
Quality of Life, and Dignity. Many time DR issues/problems identified by
surveyors will be put under one of these categories.

There must be something somewhere.  The facility I worked at prior to
this one, during survey the surveyors stated something to that extent.
