Martha,
If your daughter is a fulltime college student, wouldn't she be covered?  There should also probably be some kind of continuation clause where you can pay for her insurance without a preexisting condition if she is eligible for COBRA under his policy.
Also, you might check into see if she is eligible for Medicaid.  I would suggest checking with the Risk Management or Human Resources where your husband works and ask them what they offer for dependents.
