You should check out the Apache Jakarta project Slide
http://jakarta.apache.org/slide/index.html  It is an implementation of
WebDAV on Tomcat.  I have used it before and it meets most of your
requirements.  You can make a WebDAV share show up on a Windows desktop as a
webshare or access it directly from Dreamweaver.

This is the whole goal of WebDAV.

I haven't looked into this with Slide.

It is as easy to work with as any Network share, I think that is the best
one can hope for with networked applications.  That said, I haven't any
problem with it.
