As others have noted, "quality" is subjective. It would be interesting to find if quality and quantity go together. A well-implemented CMS should make it more efficient for larger quantities of content to be posted without reducing quality. Your hypothesis H4 - do you mean technical expertise in the sense of understanding Web sites / CMS systems, or domain expertise? My firm, Bassett Research, is about to commence a study on behalf of a number of content management firms. One of the areas we intend to investigate is whether CMS systems really do deliver a return on the investment - and if so, over what time. We'll post our findings to the list early next year.
