Veridocs recently released our Beta version of XMLdocs at http://my.xmldocs.com, which is an XML document creation and management solution delivered as a software service over the Web. It is built on .NET; however, it is a hosted solution, so that may not make a difference to you. There is a blurb about it on CMS Watch at http://www.cmswatch.com/News/Article/?170.
