The description on the web site deals with using VMSES/E to define and
build a new segment that holds the Pipelines RTL and a copy of the
RXSOCKET stuff that normally lives in the same segment.
In the manual it says the use the statement :-

but where does this go?
That goes in the <segment> LSEG file for the segment. Just like you
have PIPES LSEG right now that defines what modules to load and how.
