Thank you for taking the trouble to reply. I was keeping my head down 
because what I was doing was way over complicated and not very clever. I 
was a bit ashamed of myself for being so stupid !!

Instead of reading help, I was trying to copy existing segment definitions 
(but these all built the part first - not what I should be doing!!)

In the end, all I needed to do was create the PIPES+ LSEG file on the 
Localmod( E) disk and use PROD(LSEG PIPES+) as the BLDPARMS: when defining 
the segment with VMFSGMAP. Nothing else is needed.

Where I did run into a small buglet is that I should have been able to use 
SERVICE CMS BUILD followed by PUT2PROD but this fails because the segment 
is built on userid BLDSEG, which fails for some reason I have not yet 
determined. If, however, I do the VMFSETUP followed by the VMFBLD on MAINT 
directly then there is no problem.

I now have everything in place and the local CMS startup customisation 
makes this the default (unless the user requests otherwise).
