But it doesn't, in the limited context of that example.  When TISSUE
fails, TCOMMT can never write any output to CONSOLE no matter what it
does.  As soon as TCOMMT commits, whether explicitly or implicitly,
CONSOLE commits, sees the failure, and ends, so OUTPUT will just return
12 without actually writing anything.
