[CMS-PIPELINES] Encoding URL's

Before I reinvent the wheel, does someone have a nice pipe to take a URL and
convert any "unsafe" characters (as defined in RFC 1738) therein to the %xx
form?

For example, to convert

logtime=15:11:47

to

logtime=15%3A11%3A47
