Hmmm, it's slightly more complicated than I thought at first. CMS 15 has
READER KEEP in 110A0021, when that's introduced in the "real" 110A0022.

Aha, thanks! Just what I was looking for, though neither the HELPLIB nor
the NEWS files mention it--I hadn't noticed it was what PICKPIPE used.
The main reason I bothered checking in the first place is that I wanted
to avoid overlaying a test version by issuing PICKPIPE UP, so I should
have thought to look at how PICKPIPE distinguished the uplevel
distribution from the test version.

Actually, PICKPIPE's test of whether the current pipeline is in use has
been giving false positives for a while, so for the moment I could just
SET CMSTYPE HT and let it fail--but I wouldn't want to build in that
assumption and then wind up getting PICKPIPE fixed and having to redo it!
