RE: Clarification of QUALIFY
It seems the vote is close to unanimous.
When an <inputRange> of 1.4 is resolved I can figure out to subtract
one to get the actual offset; I can do the same with the position
specified with the qualifier. Note also that an imbedded structure
should be defined at a position relative to 1; the current behaviour
for QUALIFY is more of an oversight than deliberate.
The upshot is, however, that the next sublevel will contain an

Anywhere you have specified a number with QUALIFY you'll have to
increase that number as of sublevel X'0017'.
I expect to send the new sublevel to Marist over the weekend.
