Short of scanning all files with filetype EXEC or REXX (potentially
missing pipes in filetypes of other names), I don't know of a means to
pre-emptively identify if we have "lots of strings in counters."

Any progress on solving the root cause, so that we may look forward to
running without NXPIPE?
