Bob, it shouldn't matter whether the "copy" comes before or
after the "locate ... | change" sequence.  Can you show us
more of the pipeline, please?

Incidentally, from an efficiency point of view, you can replace
the "locate | change" sequence with a "change" that has a
secondary output stream defined.  That will discard all
unchanged records and is usually faster than handling the
changed records twice.
