I may be more dense than usual today, but your shown output certainly
does not reveal the 1BFF record that you promised OUTSIDE to see. So
unless that's in the section you suppressed, the mechanics would be
that OUTSIDE sees the 1000 and continues to toss records aside until
it sees 1BFF. When that's not there it discards all records until EOF.
You could convince yourself with a secondary output on OUTSIDE and see
all records coming out there...

If you meant to select all mini disks in the rance 1000-1BFF then you
need something else. The classical approach is to merge the stream
with the 1BFF sentinel to make sure you stop at 1BFF or the next
larger one. But these days you can

 pick 1.2 >>= x1000 | pick 1.2 <<= x1bff
