A true fanatic can fetch the IANA TZDATA and RYO with relative DELAY. TZDATA even *optionally* accounts for leap seconds. POSIX effectively requires an RTC running on UTC; z/OS is in a conspicuous minority by running TOD on (biased) TAI. Thanks, gil
