For the sake of argument: you do not have to go back to 1984, just 2016 Haiti is the trendsetter as they did _not_ switch from EST to EDT. A man with one clock always knows what time it is. The one with two clocks is never certain. A real person like a travelling salesman does not mind the time zones when scheduling dates, after landing he sets the clock of his PDA to local time and all scheduled reminders go off when appropriate. I assume travelling with a host is the rare case, typically only DST may occur. When scheduled dates are set to TOD (not changing when switching DST) they must be re-set (in contrast to elapse timers). Your hint about philosophers leads me to the question, if 'artificial intelligence' means "do not copy human behaviour"?
