Apache Lenya is a great CMS, though may be heavy in terms of size, but is due to the many many features it has. If you can find a developer or admin to install and maintain Lenya (me for one) , your users and site content editors would be very happy. http://lenya.apache.org/ Or you could go for the less feature rich but easier to use Apache Forrest, not a CMS but a content publishing framework, uses xml source as its current core, but accepts many input and produces many output formats.
