I'm surprised that no one has mentioned Drupal. In NZ we (Egressive) use it for all the things you describe and plenty more besides. We're seeing it used in an increasing number of major government sites (e.g. http://biosecurity.govt.nz) and more user-centric sites like http://sorted.org.nz (one of the busiest sites in NZ). Because it's free and open source, it's especially popular with NGOs and Associations (e.g. http://union.org.nz, http://worksafereps.org.nz - see also Amnesty Internat'l at http://amnesty.org, and http://www.greenpeace.org.uk/)

There's an absolutely massive and friendly developer community worldwide (who have implemented over 200,000 Drupal sites - and that's only the English language ones... Drupal has excellent locale support), with a substantial number in AU - I recently attended a one-day Drupal mini-conf (see http://emspace.com.au/mini-conf-details) in Melbourne with more than 40 Drupal developers from the local area in attendance.

I'd be happy to provide some references from among the commercial Drupal developers I met in Melbourne, and I'm sure you'll find others in other parts of the country.
