return-from-frame in debug-internals

return-from-frame is exported from debug-internals, even though it
doesn't exist.

Is that because:

  a) it was never written in the first place and nobody is working on
     it,
  b) it doesn't exist, but somebody is writing it and will post a patch
     right away (please please please),
  c) it just got lost somewhere along the bumpy way?
