The simplest and quickest way to get going I think would be to obtain Portable AllegroServe and read the tutorial. It's very simple to get going and you can start publishing pages right away from the REPL which is lots of fun. CL-SQL is probably the easiest way for someone who knows SQL to get a database interface going. I've used IMHO and UncommonSQL in the past but both of these are more high-level systems which will take more time on your part to adjust to. Oh, and Lisp isn't a functional language, it's an interactive language.
