The shaft on the original rudder for my 38 mk1 was 2" schedule 80 stainless tube (2 1/4 OD and wall thickness about 1/4", IIRC) It had a machined stainless plug welded into the top for the upper nut and the emergency tiller attachment.
The replacement rudder is built on the shaft from a similar vintage 38 LF. It was 2 1/4 OD solid stainless bar stock with the treads and tiller attachment machined in the top.
