I would rig a loud alarm to a float switch higher than the normal one that runs the pump(s). If for no other reason than to see what is annoying them, someone will come down and check it out.

I have an old laptop with a camera. Aim it into the bilge with a ruler in the bilge so I can see if the pump is working. Its not as good as an alarm, but its better than not having anything.
