Buy the best you can for whatever you can afford. It's a volatile market with 
no rules. It also appears to be a buyers market, so you have a bit of an edge. 
Those who suggest a good, solid, well equipped boat over a DIY project are spot 
on for my money if you want to go sailing rather than sanding. Good luck!
