All I can tell you is that there is more than one database involved. Owners of documented vessels receive an annual renewal form in the mail that they must send in to keep the documentation active. There is no renewal fee. You just sign the form and mail it back. If you have let your documentation lapse, they have a way for you to apply to have it re-instated for a fee. I believe there is a VERY substantial fine ($10,000) for operating a vessel with a lapsed documentation. If you were documented at one time, and did not file the forms to have the documentation removed, you are liable for the fine.
