I agree with Fred that it is probably a Ritchie Globemaster. That’s what is on my 1976 38 mk2 – even though it doesn’t have an Edson pedestal.
EBay has several used flush mounts starting at $200, but I wonder if those would fit. The steering mechanism might interfere with the bottom of the compass.
