If you have a simple fixed point regulator, it always wants to be at the setpoint, which normally is somewhere between 13.8 and maybe 14.4 volts. If the battery is real low or you have a lot of loads on, the voltage might not make it up that high.

I am presuming the test is to measure the voltage at the battery with the engine running. What should you measure for voltage for a fully charged vs. partially discharged battery? Also, related to Randy’s comments, I have recently taken to leaving my battery switch on and all the panel switches off when I leave the boat. With a 50W solar panel, the batteries are always fully charged when I get to the boat, so I can’t see any reason to touch the main switch.
