Defective breakers are not really a common repair. Obviously they can malfunction like everything else, but suddenly tripping at a new lower-than-rated current would be VERY odd. The first thing I would be checking is that the circuit was not in fact overloading the breaker.
**If the boat has suffered a lightning hit, you can get burned contacts and erratic behavior in all kinds of things. I once had to turn my battery switch on and off about 10 times to get it to work and then could not hear anything on the VHF. I looked up and the masthead antenna was missing and the base was burned to a crisp. Believe it or not the radio survived! That cable from the mast to a keel bolt earned its keep.
