As I understand it, the Kevlar is the real PITA. The way it looks in the survey pictures is not what I would expect from a delamination. It looks like water got behind the paint which was used for the original repair. It sounds like this could have been caused by the incorrect application of shrink wrap. Until the water logged surface paint is removed, I'm not sure anyone can tell what exactly is wrong.
