When I was getting Imzadi ready for offshore use, I also had issues with the 
OEM latches on the cockpit lockers. What I ended up using is, AFIR, called a 
toggle latch. The ones I used were by Wichard. And they were a bunch more 
expensive than these that are on EBay right now:

I do like the fact that the toggle will not engage by accident, so I can just 
push the cover up and get it out of my way and there is no way I’ll get caught 
in the lazarette if the hatch closes above me. But once the toggle is engaged 
the latch doesn’t open unless you reach down and purposely move the toggle.

 

I can’t swear that the new latches matched the old hole pattern, but I don’t 
recall needing to drill any holes. YMMV.

Touche' still has the original cockpit locker hasp style latches.  You know the 
ones that are "upside down" so they close when the lid is down trapping me in 
the locker.  I actually don't mind them because I drape a coil of line or a 
towel over the opening whenever I'm in the locker and on the boat alone.  
However, these old hasps probably don't comply with ABYC.

 

The solution is probably some swivel style hasps like these:

The reason I haven't replaced them or flipped them 180 degrees is because I 
haven't found any that match or hide the old bolt pattern.  Any listers found 
hasps that fit?
