Hopefully you can work things out to some degree of satisfaction, although
I know it must be frustrating. This is exactly why I try to avoid letting
anyone work on my stuff unless I know their standards exceed mine. I make
lots of mistakes, for sure, but at least I can learn from them and improve,
while learning from the mistakes of others is a lesson in patience and self
control!

On the topic of chromed bronze fittings, many of mine are worn, and a few
stanchion bases are almost completely bare bronze. Several have been
replaced with stainless, and I will probably go this route rather than
re-plating, as some of the bronze rail fittings are either damaged or worn
out from being left loose for too long. I imagine there probably isn't a
huge difference in cost between re-plating and buying stainless, but I
could be wrong.

As far as removing the rust stains, perhaps try some naval jelly? I used
this last night on my Force 10 BBQ and it worked very well and left it
looking like new. Good luck with it!
