I have both.  My thinking is that I only have so many aerial flares and the
handheld pyro smoke flares only last so long.  If I get someone's attention
with the aerial flare or smoke, I can use the strobe device for them to
locate me.

I also have one of MarineBeam's LED flashlights which I can aim directly at
a vessel.

Having said that, my main way to call for help is the DSC VHF radio with
GPS location data.
