I did this by switching from POP to IMAP connections. My mail server supports 
either one. It helps to run all sorting rules BEFORE the junk mail filter.

One thing no one can really prevent in advance is sometimes an IP address or 
range gets onto one of the central spam server databases and many other mail 
servers start automatically rejecting it or sending it to SPAM. This can happen 
when X company rents a server in the same server farm as your server and starts 
sending spam. This happened to me once and it was not easy getting it fixed.

If you can set up rules at the source (at the Mail Server) it is even better, 
because they are in appropriate folders even before you download them from the 
mail provider. Not all of them support that, but Outlook/Hotmail does. It might 
be worth its while to setup an account there just for collecting various lists 
emails.
