I don't know about "coal tar" per se, but as the name suggests it is probably a thick, gooey black substance you could apply to the bottom as a barrier coat. VC used to make a product called VC Tar. I used it once and found it too difficult to work with. Go with regular barrier coat, like Interprotect 2000 (or whatever name/number it goes by now).

A friend of mine was working on a sewage treatment project once. He had to repaint some steel tanks that were coated with coal tar. He said he tried in vain to sandblast it, but it wouldn't touch it.
