If that’s a crack then yes it could be serious and yes you can repair it, but 
if there are structural concerns it may become more involved than you are 
comfortable with.  The issue is water ingress and whether parts may have 
separated or delaminated.  I don’t know that boat but it is likely a couple of 
stainless struts welded to the rudder post, supporting and bonded to a shaped 
foam core, wrapped (and bonded to) a fiberglass skin. 
Grab it at the bottom and wiggle - observe the crack and see if it flexes, tap 
it with a mallet or whatever and listen for hollows or rattles.  Press in the 
glass skin and see if it deflects easily anywhere.  
you’ll need to be sure the rudder is dry Inside and structurally intact.  If it 
is sound you are fortunate and could grind the crack a bit wider and fill and 
fair with epoxy putty.  I’d wrap with light cloth set in epoxy for good measure.
