The strainer lid is not my issue, as the system works fine once I get the water 
circulating.  Getting it started is the problem.  I have little doubt that the 
engine intake pipe that the hose connects to is above the water line, but you 
would think the impeller would create enough suction to overcome this issue.  
In my case it does not.

When launching the boat in the Spring a few years back, I started the engine to 
find no water existing from the exhaust...revved the engine, no water existing. 
 Turned the engine and opened the engine compartment to check the obvious 
visually...didn't see anything out of the normal and why would I with this 
problem.
Then I noticed there was no water in the raw water strainer...I always drain it 
during winter haulout...I forgot to tighten the lid...put a couple turns on 
both wing nuts...restarted engine....problem solved.
My problem was so simple to fix I am somewhat embarrassed to admit it but did 
you check your strainer lid?
