Hi,
to deny access completely, you can do this :
1) add the ip to /etc/hosts.deny (for tcp wrappers):
"ALL: 123.xxx.xxx.x"
this does not affect standalone daemons
for this do step 2)
2) add it to the kernel routing table by entering
"/sbin/route add -host 123.xxx.xxx.x reject" (as root)
