That file is created/added to by the log processing parts of the daily
maintenance scripts.  I don't have details about the format, but it's
the "running tally" of all your web access info (ftp.log is tally of FTP
info, etc). Without all your original "access" logs, there's no way to
recreate it.

A new version should be created when the magic cron jobs run at 4am, but
all your historical data is probably gone.  You'll only have from today
forward.
