This really isn't a security issue, probably better addressed
by the cobalt-users list, but I can go ahead and give you the
right pointers to addressing this issue.
There is an addon package called pop-before-smtp that will
add the user's IP address temporarily to the relay list
when they pop their email. This will give them a window
to relay their mail through.
Install this package, and have your users pop their mail
before trying to relay through the raq...
