So you are saying that when I buy a car in England I may drive it without a
driver's license? The purpose of a car is to drive after all.

If you are planning to sell RaQ servers - contact me, I know what I am doing
with them, I know what I can expect and what I must take care of. Hardware
can never replace knowledge. And why are you dsicussing this on the security
list?
