Can you see any files in /etc/locks/ ?

I recently had trouble with the interface saying that 'the password file is 
locked'. Somebody on this list pointed me to the /etc/locks/ directory, and 
sure enough there was a stale 'passwd' lock file in there.
See if you can find one that looks like it's httpd related.
