I solved this problem by using the mrepo tool to sync the RHN content from RHN onto a local server (same one as I used for cobbler), then adding the URLs for the yum repos that are generated from the mirrored RHN channels into the kickstart template that cobbler uses. After I got mrepo working, I disabled the yum rhnplugin and pointed my servers to those same local yum repos. That keeps the RPM set that new and old boxes are using exactly the same.
