One of the things I do is have my own custom kickstart file. Part of that 
kickstart is including puppet...

The aforementioned link is the kick start I use with cobbler. All you really 
need to do is define ksmeta having packages=puppet and that will ensure puppet 
gets installed... Well that and you'll also need to include epel yum repo...
