Is it possible to use "repo add" for all repos and not bother with import?

For example, my cobblerd server is across a VPN while I learn about
cobbler. It would be fine with me if cobblerd just handed out repo
definitions in kickstart of my existing yum mirrors which contain both
extra yum repos and the mirrored distribution repo.

If I do a full import on the distro, it's going to make network installs
slow.
