Um, uefi and legacy boot systems are basically cats and water. If your system is down loading pxelinux.0, then it's not getting the efi file it needs.
Why are you trying to boot efi? I just barely have it working under centos at work; I don't recommend it unless you have to for an nvme drive or something.
