Hey all,
After consulting Sibley, I would say Long-eared. Sibley shows the wingtips
of the long-eared to have fine barring whereas on the short-eared, the
markings are much heavier. In looking at the photos aside from the length
of the ear tufts, which look like long-eared, the wingtips match the
long-eared in Sibley.
