I think it might just be commonality with all breeds of dogs.   I remember reading somewhere that they never have female police dogs because they attached themselves onto one person too much.  
 
It seems like whoever is the primary careholder gets the most attention.

A couple breeders said it was a thing the females did (attach more to one person than another).
