You need to be providing a valid URL here. That's a string containing
a URL, not a CFURLRef.
In my opinion, all codes since 0x20 to 0x2F require escaping. Am I
incorrect?
There is no opinion involved here. According to RFC 2396, + needs
escaping only within the querystring.
