I'm confused:
NSLog(@"%@", CFURLCreateStringByAddingPercentEscapes(nil,
CFSTR("http://www.example.com?a+b & c = d"), nil, CFSTR("+=&"),
kCFStringEncodingUTF8));
That doesn't do what you want?
