Which brings me back to my first question.. :-)
There are simply too many tools for a standard toolbar. I am trying to make a nice user friendly application but fundamentally there is no getting around the fact that this kind of application has lots of tools. Right now I am exploring my options trying to come up with something.
Actually I just now made a test application with a programmatic toolbar with two different NSToolbar instances for the same window. It seems to work fine. So perhaps this may be an option, to have multiple sets of standard cocoa toolbars for the same window and let the user switch between them.
